The UCCE Composting Education Program is a partnership with the cities and county of Santa Clara to educate the community about composting. Their website has a lot of information about composting including: 
Master Composter volunteers provide presentations to local schools, community organizations and events. For more information, contact the ROTLINE at 408-918-4640.

In addition, there's a three page UC publication title The Rapid Composting Method which describes a process that can be used to make compost in 2–3 weeks. Also known as "hot composting", the process requires the compost to be turned over during the composting period:
"If the material in the pile is turned every day, it will take 2 weeks or a Iittle longer to compost. If turned every other day, it will take about 3 weeks. The longer the interval between turning the longer it will take for the composting to finish."
