Can you recommend a garden designer or contractor?

As volunteers for the UC Cooperative Extension, we are not able to recommend commercial services.  The Valley Water Agency has a  website focused on South Bay Green Gardens with a landscaping resources page. It includes information about landscape designs and landscape professionals.
